The only way to complete the Ashfall quest is by finishing the Ashfall bestiary in the game. The bestiary contains a total of nine fish and you can catch them anywhere around Roslit Bay during the Ashfall event.

To start the Ashfall quest, one must speak with the Dr. Finneus NPC stationed on a research boat in Roslit’s coral reef. The exact GPS coordinates of this NPC are (-1875, 165, 380).
Once you speak with the Dr. Finneus NPC, he will tell you about the strange activity near Roslit Bay and ask you to complete the Ashfall Bestiary. Once you complete the bestiary by catching all the nine fish mentioned above, the Ashfall quest will be marked as completed.
