The Blue Moon totem is located right next to the bunker door at Lushgrove in Second Sea. Its exact coordinates are 1410, 155, -580.

How To Use Blue Moon Totem in Fisch
The Blue Moon totem can only be used during a clear night in winter to instantly spawn the Blue Moon event. Naturally, this event has a low spawn rate during the aforementioned weather conditions which is why you have to be patient in this method.
So the guaranteed way to encounter this event is by using Blue Moon Totem. When the event is active, the sky will turn blue and you can head to the Snowcap Island (2710, 190, 2560), and Lushgrove (1410, 155, -580) where you can access two pool bunkers to catch new fish.
However, once nighttime ends, you are kicked out of the Blue Moon area.
