The only way to unlock the Carrot Rod is by purchasing it from the Carrot Garden in Lushgrove for 75,000E$.
You can get to the Carrot Garden through a hidden tree entrance on the north side of Lushgrove (GPS: 1310, 130, -945).
But first, you’ll need to grab a note that’s stuck to a tree on the southwest side of the island (GPS: 1505, 165, -665). Once you have it, go talk to Carrot Bany to unlock the way in.
