The Great Rod of Oscar can be purchased for 5,000,000E$ in Oscar’s Locker, located in a small southeastern chamber that can only be accessed while wearing the Amulet which you can obtain by completing the Dead Man Tale quest.

You will find Oscar’s locker at the very end of an underwater cave. To get there, enter a submarine and travel to the water exit at the north end of The Cursed Shores (GPS: -435, -40, 1665). The path is sort of like the tunnel in Mariana’s Veil but it ends in this huge treasure-filled room.
Big thing to note here: you need the amulet to live through the main chamber. If you don’t have it equipped, a decay bar comes up, and yeah… you’re dead in 2 seconds. Also, there’s a small room to the southeast containing the Great Rod of Oscar, and it won’t even open unless you have the amulet on.

The Great Rod of Oscar is one of the top rods you can obtain in the Second Sea. It has absurdly good stats that allow you to catch fish almost immediately, with huge luck and a ton of control and resilience to handle the toughest catches without ever worrying about breaking a sweat.
What truly makes it stand out, though, is its special passive abilities. You receive 1.25× XP from every caught fish and a 30% progress speed boost so it’s a great way to fast XP grind. On top of that, there is a 5% chance to trigger the Oscar Mutation, which also gives you a little bonus in C$ earnings too.
For the most part, if you’re fishing towards those top-level Second Sea rods at level 2000 or 2500, the Great Rod of Oscar is a total leveler.
And of course, 0.1 Control (that’s +10%) gives you a 40% wide reeling minigame bar, making those catches even easier to land.
