The only way you can currently get the Tentacle Surge mutation is by fishing with the Kraken Rod. It has a 5% chance to be caught, so prepare for some grinding.
How to Get the Kraken Rod
To get the Kraken Rod, you need to complete the Kraken Pool puzzle in Atlantis. Once you’ve done so, you can purchase the rod for C$1,333,333.
