How to Unlock the Skin
You can get the Phantom Rider skin by participating in the Phantom Rider event, which challenges you to perform five tasks in order to unlock the character.
How to Complete the Phantom Rider Event
Complete the following tasks to beat the event and get the skin!

How to Unlock the Unmasked Variant
Phantom Rider Unmasked is a variant of the skin that basically lets you see Sonic’s face. It’s basically the same, except you get a +5 Event Enchant boost alongside the +25 Magnet.
Unfortunately, you can no longer get the Unmasked variant as it was part of a limited time Golden Eggs event. You had to open eggs, with a 1.4% chance of dropping the skin. There were only 10,000 available, and they’re all gone.
