Effect
The Song of the Deep Relic is a powerful option that acts like a bit of a double-edged sword. When you try to apply it to your rod, you have a 20% chance to gain the effect and a whopping 80% chance to strip all existing enchantments from your rod instead.
If you manage to succeed though, the Blessed Song enchantment offers a considerable upgrade on the ‘Steady’ enchantment:

How to Get Song of the Deep and the Blessed Song Enchantment
To get the Song of the Deep Relic in Fisch, you need to beat Captain Ahab’s brand new quest. It takes place at Moosewood, and basically challenges you to catch a Moby and hand it in. Doing so grants you the Song of the Deep Relic.
However, you’re probably thinking to yourself: getting one is no good if it has such a high chance to fail, right? Well, fortunately, the quest is repeatable.
We recommend completing the quest at least five times to give yourself a chance of getting the Blessed Song Enchantment. It has a 2/10 or 1/5 chance of working.
We’d also recommend performing this on a rod free of any Enchantments you don’t want to lose, as the chance is incredibly high that it will be stripped.
How to Use it
To use the Song of the Deep Relic, you need to visit the Keepers Altar, where you can enchant your rod. Remember to bring a bunch of the Relics to give yourself the highest chance.
